Collinsville has a council-manager form of government where the elected city council is responsible for making policy, passing ordinances, voting appropriations, and having overall supervisory authority in the city government. The mayor is a member and the presiding officer of the council and also performs ceremonial duties. The council appoints a city manager that is responsible for supervising government operations and implementing the policies adopted by the council. The manager serves under the council with a contract of specified duties and responsibilities.
